"Let us first proceed to the City Lord's Mansion for discussion. There will be time enough to explore Starhaven City afterward," Joe Di declared, breaking the spell of excitement among the sect masters.
He was eager to leave Starhaven City, to take Moria Lane and search for the Great Cauldron. The sooner the city's affairs were settled, the better for Joe Di.
Lucas Infinity wished to urge everyone to heed Joe Di and head to the City Lord's Mansion together, but he restrained himself; if Joe Di harbored even the slightest suspicion, it could sow distrust.
Though Lucas Infinity had led the group thus far, now that they were inside Starhaven City, it was only right for Joe Di to take charge. He must not overstep or usurp the role of host.
Fortunately, the other sect masters followed Joe Di without hesitation and entered the City Lord's Mansion alongside him.
Once everyone was seated, Joe Di produced over a hundred Memory Stones and tossed them out. Only the sect masters of the great immortal sects were qualified to be present; the elders and others remained in the auxiliary city, unqualified to enter Starhaven City.
After the sect masters received the Memory Stones, Joe Di said, "Sect masters, these contain the laws and contribution details of Starhaven City. Please review them, and if you have any questions, feel free to ask."

One by one, the sect masters voiced their agreement. They saw that only a special order from the City Lord could override the laws; everything else was fair and reasonable.
As for the City Lord's special order, if they had been the ones to establish Starhaven City, they too would have needed such a provision.
