The Star-Sky Humans, honored as one of the Four Supreme Life Races of the cosmos, rule over a territory whose powers are relatively complex, mainly divided between ancient kingdoms and apex institutions—there are a total of one hundred and seven ancient kingdoms that govern most of the territory and maintain basic order. The apex institutions, on the other hand, have specialized and straightforward responsibilities: though they excel only in specific fields, their highest combat strength can rival that of the massive ancient kingdoms.

Simply put,

The Human Supreme Hall stands above all, holding ultimate authority.

The ancient kingdoms of Humanity act as the delegated administrators of Star-Sky territory.

As for the apex institutions, they bear no governance duties; their sole purpose is perfection in their respective domains—such as overseeing the implementation of the Supreme Law of Human Territory, optimizing life genes, and even managing the storage of wealth and resources.

Beyond that,

Apex institutions are tasked with maintaining stability and expanding their specialized fields, so they impose strict requirements and a series of entry restrictions. Only the truly exceptional can join; even then, gaining access to the core is exceedingly difficult. In reality, apex institutions are not suited for ordinary cultivators.

For most people, serving an ancient kingdom is the optimal choice.
