David Kay was so furious he nearly jumped up, but mindful of his position, he took a deep breath and forced down his burning rage. Pointing at Shawn Young, he turned his head and shouted at a middle-aged man in an armed police officer's uniform who was approaching: "Minister Wei! This man is blatantly defying the law! He assaulted someone right in front of everyone! He's extremely dangerous! I demand you order his immediate arrest!"
"Uh... I saw it too! Okay, I'll order the soldiers to take him down right away!" The middle-aged officer, Simon Wei, quickly turned to issue orders to the armed police surrounding the area.
"Hold on! You're Simon Wei, Minister of the People's Armed Forces in Westwood City, right? Are you sure you want to give that order?" At this moment, Shawn Young stepped forward from the crowd and stood in front of the officer.
"Uh... who are you? How do you know me?" Simon Wei asked Shawn Young, puzzled.
"Heh, not only do I know you, I know your boss Victor Zhan, and even his boss, Richard Huang! If you want to know who Richard Huang answers to, I probably wouldn't be a stranger to them either..." Shawn Young said coldly.
Simon Wei broke out in a cold sweat as Shawn Young rattled off the names of his superiors—each one far outranked him. Lowering his voice, he nervously asked, "Who... who are you, really? How—how do you know them?"
"Hmph, your rank isn't high enough to know who I am!" Shawn Young replied coolly, deliberately putting on airs.
"Uh—th-this—" Simon Wei's forehead was slick with sweat. Looking at Shawn Young's calm demeanor, he suddenly realized: unless Shawn was crazy, he wouldn't dare beat up Howie in front of so many powerful people from Westwood City, especially David Kay, unless he was utterly fearless. The odds of the first scenario were slim! Suddenly, Simon Wei regretted coming here with David Kay.
As soon as the short, chubby middle-aged man, North Luo, entered the construction site, he focused his attention on Shawn Young. Now, seeing Simon Wei sweating and losing composure after a few words from Shawn, North Luo was startled. He quickly bowed his head to think, recalling various people and their relationships. His heart raced with anxiety, and he watched Shawn Young thoughtfully, weighing the pros and cons in his mind.
David Kay was still fuming. Seeing Shawn Young standing there unfazed, and Simon Wei, who was supposed to arrest him, just standing awkwardly nearby, not giving any orders, made David Kay explode. He yelled at Simon Wei, "Minister Wei, I brought you here to maintain order and arrest troublemakers, but you're just standing around like an idiot! What, did a few words from this punk scare you stupid?"
Simon Wei's face turned dark at David Kay's scolding, but he was no fool. He hadn't figured out Shawn Young's identity yet, so he didn't want to be tricked by a few words. Stiffening his face but trying to sound polite, Simon said to Shawn, "Young man, if you don't tell me who you are, don't blame me for being rude! You should know, I'm just following orders from above. Don't make this harder for me."
Shawn Young still ignored him and said, "I've already told you, your rank isn't high enough to know who we are! If you're following orders, I suppose your superior is this Mayor Kay? But the Armed Police Department doesn't answer to him, does it? What authority does he have to mobilize you guys? Aren't you supposed to report to your own superiors before deploying the Armed Police?"
"Uh... well..." Simon Wei was speechless. He was personally close to David Kay, and his son wanted to work in Westwood City government, so when David Kay called him to 'maintain order' at the site of a public disturbance, Simon thought it would be easy. He hadn't reported to his own superiors and just mobilized a squad of Armed Police to rush over.
"Kid, you think you're pretty tough, huh? But today, no matter what, you can't just beat up my son and walk away! As long as I'm here, Westwood City is under my control! You want to settle this? Not so easy!" David Kay, seeing the deadlock and his precious son still writhing on the floor, lost his temper and started ranting.
"Heh heh... Mayor Kay, are you saying the whole of Westwood City is under your control?" Shawn Young wasn't intimidated at all, and instead sneered right back at him.
"That's right! In Westwood City, I'm the boss! What I say goes! Simon Wei! I order you right now—arrest these two reckless kids!" David Kay was in full tyrant mode.
"Uh... Soldiers, follow my orders—arrest those two!" Simon Wei struggled internally, but since Shawn Young hadn't provided proof of his special status, he finally decided to side with David Kay.
The armed police immediately began to surround Shawn Young and Helen. Howie, despite his pain, had crawled up from the ground and was gleefully watching, hoping Shawn would resist and get shot to death by the police. That would be the most satisfying outcome for him!
"Heh heh—Simon Wei, looks like you're siding with David Kay! Too bad, this time you might've picked the wrong team—" Shawn Young narrowed his eyes and sneered at Simon Wei.

"Uh—enough talking—everyone, move in and restrain him first!" Simon Wei hesitated for a moment, but still gritted his teeth and pressed on. He knew he was 'playing with fire,' but there was no turning back now.
At that moment, Robert Luo, standing next to David Kay, quickly said to him, "Mayor Kay, let me give you some advice—it's best to let this go! I'll take a loss on this project, and I'm willing to increase the compensation for every resident of Eastwind Old Street by ten times per person! That way, everyone takes a step back and walks away happy. What do you think?"
"Just let it go? Mr. Luo, did I hear you right?" David Kay looked at Robert Luo in disbelief.
"You heard me right! That's exactly what I mean. It's not easy for anyone to make a living, and today I'm willing to smooth things over with money—for your sake and your son's future. And I'll throw in an extra two million for your son's 'labor fee.' What do you say? Let's just let it go and move on..." Robert Luo didn't dare reveal his suspicion about Shawn Young's identity, so he tried to nudge David Kay to drop the issue.
Normally shrewd, David Kay was so rattled by his son's pitiful state that he lost his cool. He waved his hand and shouted, "It's not about money—it's about principle! These two broke the law and must be held accountable, especially that punk who assaulted my son. With me as a witness, he must be arrested and severely punished!"
Robert Luo hadn't expected his well-meaning advice to backfire and provoke David Kay further. Not wanting to see David run into trouble, he sighed and said, "Mayor Kay, I stand by what I said. If you don't want to listen, then there's nothing more I can do. If things go south, at least I tried my best."
David Kay thought Robert Luo was being alarmist. He waved dismissively and snorted, "Mr. Luo, this is an administrative matter. I'll handle it myself. You'd better stay out of it!"
Seeing he couldn't pull back the stubborn David Kay, Robert Luo knew this was about face and power, not something money could fix. A veteran of both open and hidden battles, Robert decided it was best to step aside and avoid getting burned. He sighed, shrugged, and moved away, already calculating the fallout in his mind.
By now, the armed police had completely surrounded Shawn Young and Helen. Simon Wei, seeing Shawn still not making a move, thought he had finally picked the right side and felt a surge of excitement. He put on his official face and barked, "Now, I'm warning you both—surrender immediately! Don't try anything stupid or dangerous, or if a gun goes off by accident, it's your own fault!"
"Yeah, that's the way to deal with stubborn criminals, Minister Wei!" Seeing Simon Wei take action, David Kay finally managed a cold smile.
"Handcuff them and take them away!" Simon Wei gave the order again.
"Hmph! Simon Wei, if you dare cuff us, you'll regret it!" Shawn Young glared at Simon Wei. He was secretly anxious—his reinforcements hadn't arrived yet—but he was also quietly channeling his energy, ready to act. He didn't want things to get out of hand, but if anyone tried to push him around, he wouldn't show mercy. After all, Shawn believed in one thing: overwhelming strength settles everything!
"Cut the crap! I'm cuffing you two! This is Westwood City—whether you go free or get locked up, that's up to me!" David Kay stepped up and shouted at Shawn Young.
"Is that so? You're just the mayor of a prefecture-level city. Let me tell you—even if the provincial governor showed up, I'd pull him down! Believe it or not?" Shawn Young replied coldly.
"Kid, you're delusional! You talk too much, and you're in no position to brag! Heh, the governor? You'll never get to meet him... Now hurry up and cuff them and take them away! I've got a meeting to get to." David Kay ignored Shawn Young's warning and turned to Simon Wei.
